Actually even in miser mode, you can still do such queries via api but the paging is a bit weird (It does the namespace filter after query).

Note, if miser mode is disabled, you can do per-namespace link search.

Its controlled by $wgDisableCounters . Many sites disable it as its rather inefficient, and gives incorrect results if used with squid.
