I was thinking of it from the POV of the person(s) paying rent. As you pointed out, it would be ideal to fund development before or during. And to clarify my usage of "risk", it would be cool if a company that created FOSS games operated like a non-FOSS equivalent. Then you would have someone manage the finances, and someone do marketing, and all these other things that allow developers and designers to get paid and focus creating the game. I don't know what I am talking about, but it seems like there is a lot more personal risk per person in a "scratch an itch" based game, and those are not going to compete on the same scale as a non-FOSS, corporate bank-rolled game.
