      @exador23, remember that gov't-produced items are *public domain*. There is a nasty dance around that, but here change.gov is not gov't.

      Good catch, @exador23. Contributions must be CC-BY. And the "transition project" is not a gov't entity (?), so it is nice to see CC-BY.

      I just get annoyed at the copyright assignment dance the gov't uses to avoid the public domain, @exador23, so I get touchy. ;)
