      The way we always handled it at Wikimedia was to ensure that both the infrastructure and end-user experience *can* be run on 100% FOSS.

      So there's no dependency on non-redistributable software, but if some dude likes to edit Wikipedia in IE, it's still free culture! :)

      Main area this breaks down today is stuff like video/audio editing. I/O formats are standardish, but projects are strongly tied to software.
