      @decodedthought #PiTiVi can blur now, but only the full picture AFAIK. So,well, I would try #Cinelerra first, then maybe #Kdenlive

      @decodedthought: OpenShot - Its really good and we're using it here at PMC for some of our editing work. It has a blur effect.

      @decodedthought: Are you trying to blur the whole frame or just portions? The first case should be easy, the last may require layering.

      @decodedthought: you can convert a transition (like Circle) to a mask, adjust the threshold and blur a duplicate clip on an adjacent track.

      @decodedthought: If you want to do something more specific and irregular with your blur, you'll need to do some complicated work elsewhere.
