Good questions. I think that's something that needs to be carefully considered in outreach.

But at very least, a lot of our "core resources" are great, well thought out (eg, RMS' essays) but mostly just appeal to hackers/academics

Starting there, working on resources which aim for a more broad audience but retain their core underlying ideals might not be a bad start.
