@trc yes it is a ToU which may be changed at any time; how better than CC0?

@mlinksva http://go.worldbank.org/OJC02YMLA0 seems in between !CC0 and PD Mark, IMO valuable in some cases. Nature of ToU of course a worry.

@trc but "there are none" is rare, especially if we tack on "for anyone in the world" as we should. Also, see "to the extent", ...

@trc ... "may be protected" (sic) and probably elsewhere in zero/1.0/legalcode. Probably could be communicated more strongly, but CC0...

@trc ...is very much designed not to imply restrictions exist if they don't. But also do deal with reality of stupid restrictions existing.

@trc it is much closer (but with problems making it non-open) to http://opendatacommons.org/licenses/by/1.0/ than either CC0 or PDM, IMO
