"Terms of Use for Datasets Listed in The World Bank Data Catalog" http://go.worldbank.org/OJC02YMLA0 not a license; seem better than !CC0

@trc yes it is a ToU which may be changed at any time; how better than CC0?

@mlinksva It claims no right to the released datasets. !CC0 presumes then waives copyright and related rights; IMO problematic for datasets

@trc claims nearly irrelevant, not how © nor related restrictions work. I'm certain !CC0 gives user MUCH more freedom&certainty than WB ToU

@mlinksva presumed rights about datasets in !CC0 no good for places where there is none; I cannot give away something I don't have.

@mlinksva Reservations about trademark and patent rights in !CC0 worry me too. PD Mark is perfect if applicable, eg for US Federal datasets.

@mlinksva http://go.worldbank.org/OJC02YMLA0 seems in between !CC0 and PD Mark, IMO valuable in some cases. Nature of ToU of course a worry.

@trc unfortunately that's a good example; PD Mark isn't applicable. We'll have to talk about it more at LP. :-)

@trc but "there are none" is rare, especially if we tack on "for anyone in the world" as we should. Also, see "to the extent", ...

@trc ... "may be protected" (sic) and probably elsewhere in zero/1.0/legalcode. Probably could be communicated more strongly, but CC0...

@trc ...is very much designed not to imply restrictions exist if they don't. But also do deal with reality of stupid restrictions existing.

@trc I agree re CC0 and patents, maybe tm too. I want max permissions, then push even more! gondwanaland.com/mlog/2012/02/25/permissions/

@trc it is much closer (but with problems making it non-open) to http://opendatacommons.org/licenses/by/1.0/ than either CC0 or PDM, IMO

The difficulty in persuading US Gov to endorse CC0 http://del-fi.org/post/19787775081/ thanks @wilbanks @mlinksva for bringing this up
