In Chrom{e,ium}, you can disable #Flash in Preferences -> Content Settings, then re-enable it site-by-site via clicking on the puzzle piece

To enable #Flash for a single user, grab the tar file from get.adobe.com/flash, extract it, and cp libflashplayer.so into ~/.mozilla/plugins
