HSPD-12 sorts of smartcards?

Which is to say that I'm not aware of any SC standard with completely free-software toolchains available — although I don't have unlimited time to research that. There is also a skills/training-material shortage AFAICT. Which is tangentially connected: no online community there to cultivate.
