I don't think there's "one" organization regulating this company. If they want to operate in $COUNTRY, then the laws of $COUNTRY apply, and the leaders of $COUNTRY can rule what they can or can't do.

If Google doesn't like those rules, they can close shop and just stop operating in $COUNTRY.
