Much admire the practice at the Electronic Proceedings in Theoretical Computer Science (EPTCS, http://about.eptcs.org/). It seems entirely community driven with no intermediate "publisher" involved. The proceedings is an overlay of the Computing Research Repository (CoRR, i.e. http://arxiv.org/). Excellent copyright policy as well (http://copyright.eptcs.org/).
