so then do I only pay for the portion of the book I read? can I skip the dedication & title page for a discount?

I think basically, it's what happens but not in that order : as this system is working together with the subscription system that lets you read "unlimited" books for a fixed fee, if you skip the dedication/title page and read another page in another book, you have that discount in "time" not in money ...
