Update: (April 17, 2015) About 0.8% of the devices have statefs missing after the upgrade, which -- unless developer mode is already installed -- can only be fixed by factory reset. We're putting the rollout on hold until at least Monday to investigate.

In all cases please uninstall the Open Repos app Phonehook before the OS update - it has been found out to contribute to OS update failures.
