having thought more about this, there is a way to present a side that is not equal on a controversial topic (by controversial I mean that there is not 100% consensus by all participants of a discussion) and that is to say this is what group x believes and here are their reasons without giving any credence or weight to the argument, just stating that it exists. in some instances this must be done since the issue could become a matter of public policy. and science and policy are not the same thing always. in this specific case, the issue comes up that the government (at least in the US) cannot compel a behavior. the most that can be done is a behavior can be forbidden, or conditionally compelled (I.e. if you drive you must be licensed, but the government cannot force a person to drive or to be licensed to drive if they do not wish to drive).
