Wouldn't it make more sense for nation-states to join the USA rather than the EU? It has more of the features that you describe, unless you would argue that it is not "legitimately democratic".
The US has too many human-sacrifice blood cultists in power that believes that a world government signals the end times, further removing their accountability for anything happening right now. I don't think it is a good template/base for a super-state.
maiki unfortunately such cultists exist everywhere. I think the main reasons US not a good template are that it is a current empire and relatedly its temporary dictator/President is massively too powerful and there's lots archaic about its legislative wing. EU has lots of problems, but relatively unburdened in all those respects.
The EU does have the advantage that it is very slow at getting things done, which is the most important feature of democracy.
