Human resources software startup Zenefits has been ordered by the state of Washington to begin charging customers who use its currently free software platform. Mike Kreidler, the state’s insurance regulator, said the company’s free software business model is illegal and violates an insurance law against inducements — rebates that health-insurance brokers offer to attract new customers.
