Actually, HighDPI or not, setting a correct system-wide font DPI is up to the environment, as it is setting font sizes for generic things, like "menu font" or "toolbar button font". Both things are certainly easy to change in Plasma.

Agreed, that is a problem for the Window Manager/decorator instead of the app. The only time I would see something like that in Xfce-land would be for the editing window of a text editor like Mousepad to control text size there.
