He's nuts.  The feds might not have had direct command and control authority over the states but it did exercise a coordinating capacity as well as a persuasive authority.  The feds did pay the bills for states to deploy their National Guard troopers to support medical response.  In so many ways he's trying to whitewash things and I can poke holes in it without even really trying.

This year start poorly and may well end poorly too.
