It isn’t that far fetched and is easily engineered.The two chambers merely have to disagree on adjourning.  Once he has that he can break the deadlock and adjourn them to such time and place as he deems fit.  Cocaine Mitch has to merely introduce a concurrent resolution in the Senate for an adjournment, pass it, and have it fail in the House.  Once that happens the constitutional conditions are met for POTUS to act.
