The story is actually a bit more exciting than it looks.  In contrast, Ohio has perfectly sensible laws about demolishing then expropriating homes that are repeatedly flooded out.  The land then gets restricted from being built on for any use whatsoever.  That's called "hazard mitigation".

I don't favor subsidizing rebuilding in floodplains much.  The interior of CONUS has room for people to try again at life elsewhere.  My house may not be great but the worst disaster risks in Ashtabula are severe snows, possible chemical spills on the Interstate 90 arterial highway route, and extreme civil disorder.  There are tradeoffs.
