Portman's bill is facially unconstitutional. Most of these bills are facially unconstitutional. Why? Look at the Constitution in Article I, Section 8, Clause 12: https://www.heritage.org/constitution/#!/articles/1/essays/52/army-clause


THAT is why they're facially unconstitutional as long as *whole of government* funding is included. You can't fund the Army longer than 2 years at a time without a new vote on appropriations...ever! ”

My country's government is falling apart. The answer is not to put things on autopilot to let the administrative portions run on their own. That leads to the Solarian League and the People's Republic of Haven envisioned by David Weber. We desperately need a Convention of the States to start fixing problems in the Constitution.
