Another way to put it: the people and ideas are mixed up. When we're choosing representatives, we're forced to choose between people who display some sort of excellence or competence, and people who advocate for policies that we actually want to see implemented.
Again, it's the wrong place to be making the choice, and it doesn't have to be that way anymore. We shouldn't have to choose between people and ideas.
