Well, if they're really not using the network, probably not, but it certainly doesn't hurt either.
Some people get back to it sometimes, for whatever reason, and it's good that they have someone already following them =)

Keep in mind that the Pump network is much, much more than just identi.ca. That's just one of many servers.
