I read this as essentially saying 'it was the TTAB, not us per se, don't attack us, all you Washington Redskins fans in our community', and it points out how limited the effect of this decision is.
Nothing to do with Obama.
It's unlikely that the TTAB was influenced by the decision of FESCo to require removal of the Cherokee project logo: https://lwn.net/Articles/587028/
