So called Article I courts are those set up by Congress essentially as a variety of or subactivity of administrative agencies, and in that sense they are part of the Executive Branch (and not the Judicial Branch), but that does not mean they are controlled by the White House.

What they teach kids in civics class (I doubt this has changed) tends to ignore everything that happened in the 20th century with the massive growth of the administrative state.
