If I was ultimate ruler of the land, I would completely ban smoking of any kind in all public spaces including parks and beaches. No 20ft allowances from buildings -- a complete ban.

I would also further require that second-hand smoke is contained in private property.

I would then allow for publicly accessible smoking rooms, which would work like liquor. Said room owner would pay an annual fee for a licence and is subject to inspections. They would be required to ensure that second-hand smoke is contained. The idea being these will be like safe-injection sites.

I would also increase taxes on smoking products and increase fines significantly.

I'm tired of inconsiderate smokers who couldn't care less about the current city ordinances. A complete ban would make it easier to know if you're in violation -- if you're outside and smoking, you're in violation.

Current Honolulu law allows for smoking 20ft from any building entrances and bus stops yet I see smokers right by the entrance and bus stops, which are decorated with no-smoking signs as per regulations. Some smokers just don't care and ruin it for everyone, smokers and non-smokers alike.
