They'd uploaded a squashed-history version, consisting of a single commit that was essentially a top-skim import.  I believe that Ben and others had commits in the history, which were now not reflected anywhere, and he opened an issue about this.  This is all explained in a bit more detail in the https://github.com/Conservatory/healthcare.gov-2013-10-01 README.md now.
