It's time for my Increasingly Frequent Reminder:
He will put the military in a bind and force them to choose. He will go there. Why not try? No cost to him if he fails. The only question is what "national emergency" to concoct in order to maximize his chances of success.
I should add that his chance of success at this is close to nil. It's just that we should be aware that he will try it. Being aware helps keep that chance closer to "nil" rather than "nil plus epsilon".
