I've never liked the not-so-subtly-disguised marketing push in the phrase "if and when".  It should really be "if or when", right?

Maybe I lack proper context, but I see no problem with "if and when".


If 'thing happens' and when 'thing happens', stuff will be done. If 'thing' doesn't happen, then the rest of the sentence is irrelevant. No need for "or", I think.

I think in pretty much every example, it can be simply reduced to "if".
