phrase "if and when". It should really be "if or when", right?

Maybe I lack proper context, but I see no problem with "if and when".
If 'thing happens' and when 'thing happens', stuff will be done. If 'thing' doesn't happen, then the rest of the sentence is irrelevant. No need for "or", I think.
