Is there any #freesoftware program (packaged for Debian, if possible) that let me set a maximum volume level in dB (or whatever), and then, all the sounds, videos, music, everything... is played with maximum that level? "60% of the volume bar" means different for every video that I play, because they are recorded with different levels of sound. Some are played very high volume, others, very low.

For example, there are modern showers where you can set the water temperature to 37º C. I want the same, but with sound/noise, in my GNU/Linux desktop (and in my Android, if possible).
