I had not, but thanks for the pointer, I have now read it. That paper is all over the place, its highly technical and rhetorical, and looks more like propaganda rather than a philosophical paper. The best philosophical section was, "The Question of Premises" but it as very small. You can't even find the world "utilitarian" on the entire document. If anything perhaps "The Question of Premises" can be extended as its own section.
