A few people may remember several years ago the W3C was debating CC0 or various other options for specifications, which allowed derivative works. I missed it then, but in Feb they released a new license, still non-free http://www.w3.org/blog/news/archives/4363

I looked because I noticed somehow that a few days ago they released a new software and document license (looks free at a glance) though I'm not sure what this one is actually used for
