I think a lot of people would. But we'd still have to find the suckers to do it. I'm not that guy. I've just spent several weeks digging into various smartcard options and found the state of development sorely lacking.

My impression is that there are a few people with professional smartcard development skills, but they've likely done that work in the banking business (which, after all, defines most of the relevant standards) and they're blocked by NDAs from sharing what they know.
Are you talking about things like an HSPD-12 credential?
I'm not entirely sure how all the federal standards fit together; I suppose I was thinking (at first approximation) of JavaCard development.
