If there were discrepancies between your reported income/withholdings compared to the income reporting documents received from payers & employers action gets immediately taken before Examinations becomes involved. Generally it is the really weird stuff or EITC-connected stuff that goes to exams.
Every time that progress bar disappears, I've been informed I was undergoing pre-selection when I called. The real fun begins when an examiner is assigned to my account, which seems to be a very slow process. So seeing that progress bar advance is always exciting for me now.
