The problem is that what I quoted is the pending provision from the not yet enacted National Defense Authorization Act for 2021.  All we have currently are field directives from the Pentagon covering military members.  That NDAA draft provision would expand things to cover all civilian staff and all military staff across the federal establishment. 

As for banning it for everybody in the USA there is not as much of a firm footing.  My old CEO can certainly try.  I concur with the view of the folks on the Satellite Of Love in this matter:
