Yeah, looks like I'm seeing articles describe it as such now. When it first happened I didn't find any doing so.

Law enforcement is intentionally cautious about how they label incidents and crimes. [Not just terrorism and acts of war, but even, for instance, whether they call something a homicide or a suicide.]
