I had a random fantastical idea for regulating smoking after experiencing someone smoking in the office stairwell (a violation of local bylaws by the way).

We should treat smoking like the dangerous activity it is and require a licence. Smokers will be required to demonstrate that they can be responsible smokers such as being mindful of their second-hand smoke and proper disposal. Violations would result in revocation of said licence requiring retraining and other penalties.

I know this idea is complete fantasy but one can dream, can't they? And yes, I'm aware that smokers tend to smoke right next to no-smoking signs (do they purposely do this?).
