Or... maybe they're unable to generate the proper interrogative tones =)

It's a military formality that leaked.
Doesn't answer the next level "why". It's a direct way to interrupt someone lecturing, giving orders or reporting. You just shout "Question!" and wait for the speaker to give you the word.
