Serious question: What if U.S. federal law prohibited any jurisdiction from paying ransom in public-sector ransomware attacks?  No more motive!

Doesn't the law already prohibit paying ransom to human-hostage takers?  And unlike individuals, cities couldn't easily circumvent it.

Also, forbid the use of crappy proprietary software on the public sector 😁

You're thinking of 18 USC 1202 in this instance? I can't seem to locate anything that prohibits paying ransom. All I can find are statutes prohibiting being in receipt of it.
