I beg to differ.  I'm not a native English speaker, but those did not draw my attention...  and if I were, what's with the congratulations?  is there merit in learning a certainly language just because people around the place you happened to be born at speak it?  I'd see merit in learning other languages, but on being a native speaker?
"Congratulations" in this context doesn't mean quite what you're interpreting it to mean (or at least, I didn't intend it to).  It's commonly used as a semi-ironic salutation in situations like this, similar to something like "Congratulations: now your kernel won't boot!"
