Yes, that's a point I can agree with. If you want to install non-free software, you are on your own. The system doesn't help you there.

To clarify this, I use almost exclusively free software but I would never tell people what software they are allowed to install.

I agree that a free system musn't encourage the user to install non-free software, but forbidding doesn't sound free to me either.
