All computer systems rely heavily on clocks to perform almost any function and this is a problem when your computer OS, does not know how to count past a certain number.

But it will affect all of the 32 bit embedded devices that are being installed right now (and in the nearby future).
At least at a low-level in the infrastructure people are already working on it, however; LWN periodically posts some article on the state of the y2038 problem and e.g. it is an active area in the kernel developement.
