I personally don't have an issue with cyclists taking a whole lane (I've done it myself often). But, there are quite a few cyclists who simply ignore one of the basic rules of the road, slower traffic to the right (or left depending...).
Still, considering the upcoming intersection in that photo, the cyclist wasn't doing anything wrong. ;)
