“El principio de justicia universal , ya severamente mutilado en 2009, está a punto de recibir el golpe de gracia a manos del Gobierno. Al amparo de una reforma más general, la de la Ley Orgánica del Poder Judicial, el Ejecutivo pretende, no sólo reducir a su mínima expresión los supuestos en los que se pueden perseguir crímenes de lesa humanidad como el genocidio y las torturas en otros países, sino también aplicar estas nuevas y severas condiciones de forma retroactiva.
Al igual que sucedió hace casi cinco años, en esa aplicación retroactiva podría estar la clave de esta medida. Si entonces se trataba de aplacar las iras del gobierno de Israe l, ahora todo apunta al propósito de forzar el archivo de la causa abierta contra altos cargos del Partido Comunista chino por el genocidio en Tibet . El pasado mes de noviembre, la Audiencia Nacional dictó órdenes de arresto internacional contra cinco exaltos cargos de la cúpula del poder del país que recientemente ha desbancado a Estados Unidos como primera potencia comercial mundial, entre ellos el expresidente Jiang Zemin.”

APOD: 2013 July 17 - A Waterspout in Florida
What's happening over the water? Pictured above is one of the better images yet recorded of a waterspout, a type of tornado that occurs over water. Waterspouts are spinning columns of rising moist air that typically form over warm water. Waterspouts can be as dangerous as tornadoes and can feature wind speeds over 200 kilometers per hour. Some waterspouts form away from thunderstorms and even during relatively fair weather. Waterspouts may be relatively transparent and initially visible only by an unusual pattern they create on the water. The above image was taken earlier this month near Tampa Bay, Florida. The Atlantic Ocean off the coast of Florida is arguably the most active area in the world for waterspouts, with hundreds forming each year. Some people speculate that waterspouts are responsible for some of the losses recorded in the Bermuda Triangle.
